The measure follows the lead of the city of New York, which, like Portland, has a pristine water source and open reservoirs. Ever since the EPA passed the Clean Water Act regulation known as LT2, Portland has been struggling with compliance. The Portland Water Bureau is working on a fast-track compliance time line while citizen and business groups are calling for a more wait-and-see attitude. At stake is five hundred million dollars worth of regulation driven changes to our water system that are not expected to improve the quality of our water.
