Ever since the EPA passed the Clean Water Act regulation known as LT2, Portland has been struggling with compliance. The Portland Water Bureau is working on a fast-track compliance time line while citizen and business groups are calling for a more wait-and-see attitude. At stake is five hundred million dollars worth of regulation driven changes to our water system that are not expected to improve the quality of our water.
